Le Défenseur des droits et l’Institut National de la Consommation, ont mené, en partenariat une étude sur l’évaluation de la disponibilité et de la qualité des réponses apportées aux usagers par les plateformes téléphoniques de quatre services publics.
Les résultats constatés démontrent que sur les 1500 appels passés 40% n’ont pas abouti avec des disparités importantes entre les quatre organismes : la Caisse d’allocations familiales (CAF), Pôle Emploi, l’Assurance Maladie et la Caisse d’Assurance retraite et de la santé au travail (CARSAT).
Par ailleurs, les écoutants des plateformes téléphoniques se limitent trop souvent à renvoyer les usagers vers le site Internet de l’organisme.
Six ans après la première publication d’une étude sur ces mêmes plateformes téléphoniques la recommandation, largement réitérée par la Défenseure des droits, de conserver une pluralité de canaux d’information et de communication dans un souci d’égalité reste plus que jamais d’actualité. 13 millions de personnes sont en difficulté, voire dans l’incapacité d’utiliser le numérique pour réaliser leurs démarches administratives. L’accès à l’information reste encore un parcours du combattant pour les usagers qui ne maîtrisent pas l’utilisation d’Internet.
